To be infected by an epidemic is not a crime. To quarantine the infected seems legitimate. But if the doctor who treats you does not know how to cure you, what right does he/she have to detain you and deprive you of your liberty? Do not do unto others what you would not have them do unto you. Everyone wants to live.
In my interpretation, Dr. Lee means that it is unreasonable for Western-style doctors who cannot cure the novel coronavirus to quarantine those infected with this disease and forbid them to seek help from herbalists or homeopaths. It is equivalent to depriving them of any chance of survival.
